A Miami-Dade Police Officer is facing DUI charges after he knocked over a shopping cart containing two children in a parking lot while off-duty, officials said.

Ryan Robinson, 41, was arrested on charges of DUI, DUI property damage and DUI causing serious bodily injury in the incident that happened Saturday night at the Publix parking lot at 20425 Old Cutler Road, according to a Miami-Dade Police news release.

Robinson, who was off-duty and driving his 1997 GMC truck, was first involved in a traffic crash causing property damage, the release said. As he tried to leave the scene, he struck the grocery cart with the two children inside, the release said.

The impact caused the cart to fall on its side and the children to fall into the roadway, the release said.

The children, identified as 3-year-old Geah Garcia and 6-year-old Meah Garcia, suffered facial injuries, the release said.

"He looks at me and he takes off and when he takes off he flips the shopping cart and both of my daughters fly out," father Manny Garcia said.

Miami-Dade Police responded to the scene, where Robinson appeared to exhibit signs and symptoms of impairment, police said. He was taken into custody at the scene.

Garcia said he shot video of police officers giving the police officer sobriety tests.

"They had him there for like three to three and a half hours sittingt here without doing the test for the DUI or anything like that," Garcia said. "They walked him into Publix like three or four times to use the bathroom."

While the girls are home recovering, Robinson is also home, suspended from his job and facing four DUI-related charges.
