Police are still looking for 49-year-old Robert Gallaher, who Hay said is her boyfriend. He is believed to be traveling to Louisiana.
The city’s parking services alerted authorities to the crime after they noticed “an exorbitant” revenue loss, a complaint affidavit said.
After investigation, Hay confessed to the crime and said she was a lookout for Gallaher, the affidavit said. She said they stole the money using a homemade key to break into the change compartments and then spent the proceeds, according to the affidavit.
