Miami Man and Woman Ran Million-Dollar Medical Scheme: FBI

A long federal medical fraud investigation ended early Wednesday at a Miami home. FBI agents arrested a 45-year-old mother, Guina Senan Leon, as a co-conspirator.

Leon schemed to help defraud health care companies out of millions of dollars in cash, authorities said. The millions of dollars in false insurance claims could affect how must consumers pay for health insurance.

A federal judge unsealed the indictment Wednesday, revealing how the Leon and another man, Leysmilian Rodriguez allegedly defrauded health care companies. Federal officials said Rodriguez organized the scheme.

The duo used four different health clinics in Hialeah and Miramar to bill the insurance companies more than $17 million in fake claims. Leon owns two of the clinics at the center of the probe.

“These claims were fictitious. No doctor had prescribed the various injections that were billed for by the defendant’s companies,” prosecutor Christopher Clark said.

For a while, the companies fell for the scheme. Cigna and Blue Cross/Blue Shield cashed out more than $3 million of the duo’s claims before the feds were called in to investigate the unusual billing.

Rodriguez is being held on a $250,000 bond, while Leon remains behind bars on more than $10,000 bond.

Officials say Miami-Dade County has become the fraud capital of the country.
