One person was killed and another critically injured after a car struck two pedestrians and crashed into a building in Miami Tuesday morning. The incident happened just after 10 a.m. outside the Laguna Seafood Restaurant at 2800 block of Northwest 7th Avenue, Miami Police said.

"I saw the two guys laying down. One of them, he looked dead. I ran over here – he was dead," witness Daniel Posada said.

The other pedestrian struck looked severely injured and was shaking, he added.

The driver was "confused and slightly combative" and was also taken to Ryder Trauma Center, Carroll said. The driver's identity and injuries were unknown.

The driver was going to be tested for driving under the influence.

"Normal protocol is to look in to make sure that there’s no alcohol involved, but they also have to make sure there’s no medical condition that could have been attributed to this incident as well," Carroll said.

Posada said it looked like he experienced something resembling a seizure.

Another person who was inside the liquor store was checked out at the scene but not badly injured. Surveillance video from inside the store showed the person narrowly escaped injuries when the vehicle plowed into the building.

The cause of the incident is being investigated.

"Everybody knows about Luguna Restaurant. A lot of people come here for their Cuban coffee, or they may have just been leaving the restaurant," Carroll said. "So this could have been a lot worse, had there been more people out here.”
