Peeping Tom Seen Fondling Himself Outside Miami Home Caught: Police

A peeping tom and accused burglar who was caught on surveillance video fondling himself outside a Miami home has been caught, police said Tuesday.

Ricky Lynn Permenter, 60, was arrested Tuesday morning, Miami Police said. He's been charged with two counts of burglary and one count of voyeurism, and it's unknown if he's hired an attorney.

The incident happened back on Feb. 21 around 4:30 a.m. at a home in the 700 block of Southwest 28th Road, police said.

Police said a man was fondling himself as he walked to the home's front door and peered through the windows.

The homeowner came out and yelled at him to leave the property.

"This is something that's not very normal. It's not common for someone to walk up to a property and to begin masturbating. So obviously this individual is sick and we don't know what his intentions were," said Lt. Freddie Cruz.

Permenter has previous run-ins with the law, including assault and loitering charges from 2012 and a disorderly conduct charge in 2014, according to police records.
