A woman says a group of riders on all-terrain vehicles took over the streets of Brickell, taunting drivers and even damaging her car in the process.
Cellphone video captured the seconds after the encounter between the riders and the couple, who was in their car Sunday outside the Brickell City Centre.
The woman, who did not want to be identified, told NBC 6 that one of the riders started performing a stunt on his bike until he lost control.
"One of them hit our car right there and smashed the mirror, smashed the whole right-hand side of the car and landed on the right-hand corner," she said in a phone interview.
The woman provided photos that show the car's damaged bumper and a broken side-view mirror. She said the riders were taunting them as they left.
"They started shouting obscenities and giving me the finger," she said.
According to Miami police department policy, officers are prohibited from chasing people on a non-felony offense because it puts other people's lives at risk. The policy has drawn ire of people before, most notably on Martin Luther King Jr. Day when riders take to the streets on ATVs and dirt bikes and police are unable to give chase.

"They are going around with complete impunity and the citizens are the ones suffering the consequences," the woman said.
