Authorities are investigating after 11 emaciated horses were found on a property in southwest Miami-Dade Monday morning.
The horses were discovered on property in the 17800 block of Southwest 184th Street, according to South Florida SPCA spokeswoman Laurie Waggoner.

Waggoner said the horses were pretty skinny and underweight, and some were completely emaciated, with at least one in critical condition. She said there was no horse food on site.
"I think they all should be ok but you never know," Waggoner said.

The Miami-Dade Police's Agricultural Patrol also responded to the scene to seize the horses, which will be placed in the care of the SPCA, Waggoner said.
Miami-Dade Police said the owner of the property, Elma James Burgess, has been charged with 11 counts of animal cruelty. He could not be reached for comment Monday, and it wasn't immediately known whether he has an attorney.
