A Boynton Beach couple was arrested after being found inside their apartment following an apparent drug overdose – with two children inside living in what one officer called “filthy” conditions.

Both adults, 35-year-old Andrew Otto and 30-year-old Lauren James, were charged with two felony counts each of child neglect.

According to an arrest report, Otto called police shortly before 5:30 p.m. last Friday saying that he was overdosing. An officer arrived at the home off Meadows Drive, but was unable to get anyone to answer the door and said he heard children screaming and crying.

The officer was able to enter through an unlocked door, finding Otto and James unconscious on a bedroom floor with the children on a nearby bed. The kids were taken to another room and rescue crews worked to revive the couple.

Both adults were taken to an area hospital while officers at the scene found numerous drug paraphernalia items as well as several bags of powder that later tested positive for heroin and fentanyl.

The children, who police say were living in a home filled with live and dead insects, hadn’t been bathed or fed in days, were taken into the custody of the Department of Children and Families.
