To accommodate those moves, the Dolphins released wide receiver Damian Williams and safety Don Jones.

Dolphins general manager Dennis Hickey says the team had to make "tough decisions" and noted the 53-man roster remains fluid.

Ross spent his first two seasons with Oakland, playing in 30 of 32 games after being brought in as an undrafted free agent from Youngstown State. Seamster, an undrafted rookie out of Middle Tennessee State, was waived Saturday by Baltimore.

Miami opens the regular season at home against the New England Patriots on Sept. 7.
