Eileen Higgins, a business owner who operates a firm aimed to help local entrepreneurs, has won the runoff election for a seat on the Miami-Dade District 5 Commission.
Higgins defeated Zoraida Barreiro, a Cuban healthcare worker based in Little Havana. With all 60 precincts reporting, Higgins received 53.42 percent of the vote, compared to Barreiro's 46.58 percent.
Voter turnout was 14.75 percent.
Higgins will represent a district that covers Little Havana, South Beach and part of downtown Miami.
