Miami Police said Tuesday they arrested a man in a dark blue/purple vehicle with cartoon characters on the side after receiving several calls from witnesses saying he was masturbating while looking at children walking to school.
Witnesses told police that Damell Kadachie Elliott, 39, was completely nude in his car that was painted with Transformers slogans and logos on it. When officers found the car, they said Elliott had no shirt on and his pants “appeared as if it was pulled up from a seated position.”
Miami Police said when Elliott was asked what he was doing in the area; he said he was part of a neighborhood watch and was looking for illegal activity. Police said Elliott lived in another city and that his license was suspended.
Police took Elliott to the Special Victims Unit and during his interview, told detectives that he “works with the police very closely in getting drugs and guns off the street,” the police report stated. Elliott couldn’t give the names of officers he worked with and refused to sign his Constitutional rights.
Police said Elliott “could not dispel my concerns for him being in the middle of two schools partially nude with several calls of him masturbating.” Police arrested Elliott on one count of loitering and prowling and also discovered he is under house arrest for Aggravated Battery.
Elliott's neighbor, Raul Valdes, said he has a hard time believing the accusations.
"I know him to be a really nice guy," Valdes said. "He's friendly with me. He watches out for my house. I watch out for his house. He's never been lewd or lascivious. I've raised three daughters. He's never done anything out of the norm in front of me."
