Miami Beach police are making changes in how officers use Tasers following the death nearly two years ago of a teenage graffiti artist.
Police Chief Dan Oates says Tasers can no longer be aimed at a suspect's chest, and officers can't use the stun devices if the suspect is handcuffed or is not an immediate threat. Oates also tells The Miami Herald that if a person isn't subdued after three firings, it must stop.
The changes follow the August 2013 death of 18-year-old Israel "Reefa" Hernandez during a foot chase after police saw him spraying graffiti on an abandoned building. The county medical examiner concluded Hernandez died of heart failure caused by an electronic stun device.
Oates also says Miami Beach police are spending $500,000 on more advanced Tasers.
