The officer involved, a 20-year veteran, wasn't hurt.

Many who witnessed the shooting immediately questioned whether it actually needed to happen. Foster's emotional sister said this wasn't how things should have ended.

"They try to say my brother had a gun, but he didn't. He was coming home from work. He went to the store for his girlfriend."

Foster's mother admitted her son has a troubled past, but said he didn't deserve this, "They're telling me that they're claiming he had a gun. That he was pointing it outside his pants. I've never known of him to have a gun."

Officials with knowledge of the case tell NBC 6 that it appears that the officer followed department procedures and will likely be cleared in the shooting.

An investigation into the shooting is ongoing.
