Tampa Man Charged with DUI Manslaughter in Tourist's Death

A Tampa man has been charged with DUI manslaughter in the death of a pedestrian from Missouri.

Riccardo Carlos Moreno of Chesterfield, Missouri, was walking on Clearwater Beach with his daughter on March 13 when he was struck by a pickup truck. The 57-year-old died at a hospital. His daughter was not injured.

Clearwater Police say the truck's driver, 32-year-old Brock Michael Troutman, was charged Monday in Moreno's death. According to police, Troutman's blood was drawn at the scene and lab results showed his blood-alcohol level was 0.107 and 0.108. In Florida, someone with a blood-alcohol level of 0.08 percent is considered legally drunk.

Troutman was held early Tuesday on $10,000 bond. Pinellas County jail records did not show whether he had an attorney.
