Broward commissioners agreed on Tuesday night to set up committee to create countywide 911 system.
Authorities say the current system is not foulproof because cellphone users may not reach the correct 911 center, the South Florida Sun Sentinel reported.
There are 31 cities and 1.8 million residents within the county, the newspaper reported.
And the issue is controversial to some.
"I would hope we would all put aside any parochial differences," said Cooper City Mayor Debby Eisenger.
Fort Lauderdale threatened to sue, and Broward Mayor John Rodstrom said the city should not have to pay for three years while the committee plans the system. His wife is a city commissioner there, the newspaper reported.
"I think it's blatantly unfair," he said.
Sunrise Mayor Mike Ryan applauded the effort, and so did Broward commissioner Lois Wexler.
