An arrest report released Thursday detailed the moments when a man opened fire on a car in Downtown Miami – a shooting that ended with his brother being killed and a major intersection being closed for much of the morning.

Julio Suarez was detained by officers at the scene early Wednesday morning near Flagler Street and Miami Avenue and later charged with second degree murder and attempted first degree murder in the case.

According to officers, Suarez was seen in his Nissan Sentra following a Ford Taurus for several blocks through downtown, firing shots at the vehicle while driving. The victim’s car, being driven by Frank Jones with Jose Rivero in the passenger seat, hit several parked and moving cars before striking a pole.

Jones stopped the car near an off-duty Miami Police officer, while the 33-year-old Suarez allegedly stopped behind that vehicle and got out. Another officer arrived and captured Suarez, who yelled “He was trying to kidnap my brother…I think I shot my brother by mistake.”

Rivero was shot in the face and died at the scene. Jones was shot twice in the back and rushed to Ryder Trauma Center. Suarez was questioned by police before later being placed under arrest.
