Mother Confronts Alleged Flasher in North Miami

A man was behind bars Tuesday after allegedly exposing himself to a young girl in North Miami, but not before the girl's mother confronted him in an exchange caught on camera.

Luciano Monroe, 51, was arrested Monday on a count of lewd and lascivious molestation. He remained in jail Tuesday and it was unknown if he's hired an attorney.

According to the girl's mother, it all began when the 8-year-old was told to do her chores, including taking out the trash.

The police report states when the girl walked outside to the garbage bins, Monroe was standing right where he was caught by mom in the video. It's next to the entrance of their apartment building on 131st Street.

The little girl ran around the building to the back door, got her mom and that's exactly what officers say you should do.

"Whether you're a young girl at 8 years old or whether you're an elderly woman, when you're in a dangerous position, immediately go and notify somebody else," North Miami Police Maj. Annmarie Cardona said.

When the mother confronted Monroe, she said he stated, "What, you all don't want d--k?" the report said.

At that point she called police on Monroe and a quick investigation led to his arrest.

NBC 6 discovered Monroe has more than 50 prior charges against him over a 30-year period, including burglaries and assaults.
