Gov. Rick Scott signed Florida’s texting while driving ban into law Tuesday during a ceremony in Miami. Republican State Rep. Doug Holder of Sarasota, student drivers Janeth Roman and Fabiola Jean-Baptiste, and Scott spoke about the issue.
