Hurricane Paula downgraded to a cat 1 was expected to pass over Cuba‘s lush tobacco region / Tropical storm Paula turned western Cuba’s country roads into quagmires as the storm crawled along the coast / Officials said they were optimistic the storm would not bring a repeat of the devastation caused by 3 monster storms that hit Cuba in 2008 / But while the winds may have lost some punch, Paula still managed to drench Pinar Del Rio with 3 to 6 inches of rain that caused flooding
