Safety System Installed on Philly Tracks Not Ready to Use: Amtrak

The NBC10 Investigators have learned Amtrak has told Congress a safety system, which experts say would have stopped train 188, is installed on Philadelphia tracks, but it’s not ready to use. Investigative reporter Mitch Blacher found Amtrak had permits in place for months before the crash.
