Tropical Storm Julia formed over Florida's northeastern coast Tuesday, becoming the tenth tropical storm of the season.
Julia has maximum winds of 40 mph as it moved north near Jacksonville.
A tropical storm warning has been issued from Ponte Vedra Beach, Fl to Altamaha Sound, Ga.
The slow-moving storm is forecast to weaken to a tropical depression by late Wednesday.
