Tropical Storm Franklin formed in the Caribbean on Sunday afternoon, with winds of 45 miles per hour.
Tropical Storm Watches have been issued for the south coast of Haiti and the Dominican Republic.
Franklin could become the season's second hurricane later in the week.
There is currently no threat to Florida.
